Adjustment Claim in MASS Certification

During the asset management transition year 2, HUD will give inspected projects credit for the physical condition and neighborhood environment factor. The performance incentive for PHAs that score 24 points or more on the 30-point scale that provides for physical condition inspections every other year will apply after the adjustment for the physical condition and neighborhood environment factor.
